For years, the Federal Motor Carrier Safety Administration’s (FMCSA) registration functions were spread across several separate legacy systems. Motus brings these functions together in one secure, centralized dashboard where motor carriers, brokers, and other regulated entities can manage their registration and filings.
The name Motus comes from the Latin word for “movement” or “progress,” which reflects FMCSA’s goal of creating a more modern registration experience. Whether you’re applying for a new USDOT Number or managing an existing one, you’ll need Motus access. The process starts by signing in through Login.gov, verifying your identity, and creating your Motus user profile.
This guide walks you through each step of the Motus process. For more background on Motus and FMCSA’s transition to the new system, read our guide: Motus FMCSA Registration System: What Motor Carriers Need to Know in 2026.
Before You Begin: What You’ll Need to Create a Motus Account
A little preparation can make your first Motus login easier. Have the following items ready before you begin:
1. A Login.gov account: Motus uses Login.gov for secure access. If you’ve previously used the FMCSA Portal, use the same Login.gov email address to help connect your existing FMCSA records to Motus. If you don’t already have a Login.gov account, create one before starting.
2. A device with a working camera: First-time users must verify their identity by taking a live photo. You can use a smartphone, tablet, or computer with a webcam.
3. A valid government-issued ID: Have a current government-issued photo ID ready, such as a driver’s license, passport, state-issued ID card, or permanent resident card.
Step-by-Step: The Motus FMCSA Registration Process
The screens you see may vary depending on whether you’re a new applicant or an existing carrier, but all users begin with the same basic onboarding process.
1. Sign in with Login.gov.
Visit the Motus homepage and select Sign in with Login.gov under the Regulated Entities & Supporting Companies.
- Sign in with your existing Login.gov account and complete the required authentication.
- Existing carriers should use the same Login.gov email address previously associated with their FMCSA Portal account. This helps Motus identify existing registration records and allows users to claim their USDOT Number.
After signing in, review the FMCSA Rules of Behavior and accept the terms to continue.
2. Verify Your Identity:
FMCSA requires first-time users to verify their identity by taking a live photo and providing a valid government-issued ID.
The process varies slightly depending on your device:
- On a computer: Scan the QR code on the screen with your smartphone to continue the verification process.
- On a mobile device: Select the link below the QR code to use your device’s camera.
After your identity is verified, select Next to continue.
If you don’t have access to a device with a camera, you can complete identity verification at an FMCSA enrollment center.
3. Complete Your Motus User Profile
Next, create your personal Motus user profile. Your legal name will automatically populate from your verified ID. You will also need to provide your mailing address and phone number.
Your Login.gov email address will automatically carry over to your profile. Once you save your profile, you’ll be taken to the Motus dashboard.
Note: Existing carriers may also be asked to review and confirm information transferred from legacy FMCSA systems.
4. Choose Your Registration Workflow.
After creating your profile, select the registration option that matches your situation:
- Link an Existing USDOT Number: Choose this option if your company already has a USDOT Number. Do not start a new registration. Once your account is linked, Motus imports your existing company information so you can review, update, and certify your records.
- Start a New Registration: Select this option if you’re registering with FMCSA for the first time. Motus will guide you through the application process for a new USDOT Number and, if required, operating authority.
If you’re unsure which registration(s) your business needs, use the FMCSA USDOT Wizard before starting your application. It can help determine whether you need only a USDOT Number or both a USDOT Number and operating authority.
- Register as a Supporting Company: Select this option if your organization works with regulated entities, such as insurance companies, blanket companies, surety providers, and other authorized service providers.
Once you select a workflow, Motus directs you to the appropriate registration or account-linking process.
What Comes Next After Setting Up Your Motus Account?
Once your Motus account is set up and connected to your registration, you can use Motus to manage many of your FMCSA activities.
Depending on your business, you can use Motus to:
- Submit your MCS-150 Biennial Update.
- Update company information, such as your name or address.
- Apply for additional operating authority or other registrations.
- Reinstate operating authority or reactivate an inactive USDOT Number.
- Track the status of registration actions.
FMCSA continues to add functionality to Motus as new registration services roll out.
How to Prepare for the MOTUS Rollout
Existing FMCSA registrations remain valid during the transition to Motus, so carriers do not need to re-register immediately. However, reviewing your account and registration information in advance can help you avoid delays.
1. Verify Your FMCSA Portal Account
Confirm that you can access your existing FMCSA Portal account. Accounts that have been inactive for an extended period may be disabled. If you haven’t signed in recently, check your access now so you have time to resolve any issues.
2. Review Your MCS-150 Information
Review the information currently on MCS-150 with FMCSA and make sure your:
- Business name
- Business address
- Phone number
- Email address
- Ownership information
- Fleet details
are accurate and up to date. Correct outdated information before transitioning.
3. Confirm Your Company Information and Documentation
If your company has changed ownership or compliance personnel, confirm that the Company Official information is current before you begin.
Have any relevant company information and ownership documents available in case they are needed during the transition.
4. Watch for FMCSA Updates
FMCSA is rolling out Motus in phases and continues to publish new guidance as additional functions become available. Monitor official FMCSA announcements for updates and changes, and note any changes that may affect your registration.
Important Motus Setup Reminders
While setting up your new Motus account, keep these important steps in mind:
- Use the correct Login.gov email. Existing carriers should use the same Login.gov email address associated with their FMCSA Portal account.
- Check your FMCSA Portal access. Make sure you can access your existing account before transitioning to Motus.
- Confirm your Official information. Review and update your account if your company has changed ownership or personnel.
- Review FMCSA Records. This includes your MCS-150 information, as well as your address, phone number, and ownership details.
- Have your identification ready. You’ll need a valid government-issued photo ID to complete identity verification.
Taking a few minutes to review these items before you begin can help make the Motus setup process smoother.
