IFTA Reporting and Filing Requirements in Washington

Who Needs IFTA Registration in Washington?

You need IFTA registration in Washington state if Washington is your base jurisdiction and you operate qualified motor vehicles in Washington and at least one other IFTA member jurisdiction, including participating Canadian provinces. 

Under IFTA, a qualified motor vehicle includes:

  • A vehicle with two axles and a gross vehicle weight or registered gross vehicle weight exceeding 26,000 pounds
  • A vehicle with three or more axles, regardless of weight
  • A combination of vehicles with a combined gross vehicle weight or registered gross vehicle weight exceeding 26,000 pounds

Recreational vehicles are not considered qualified motor vehicles for IFTA purposes.

To obtain a Washington IFTA license, your business must:

  • Be based in Washington and have a physical business address in the state
  • Operate qualified motor vehicles in two or more states or provinces
  • Have a valid USDOT number
  • Have an active Washington Unified Business Identifier number

Washington businesses may need to register with the Secretary of State, the Department of Revenue, or both to obtain and maintain an active UBI number, depending on the business structure.

Qualified interstate carriers must obtain a Washington IFTA license and display one valid IFTA sticker on each side of every qualified motor vehicle.

If your vehicles operate only within Washington, you generally do not need an IFTA license. Carriers that occasionally enter Washington without IFTA credentials may need to obtain a temporary fuel permit before operating in the state.

How Do You Apply For an IFTA License in Washington?

Washington requires qualified interstate carriers based in the state to obtain an IFTA license and stickers through the Washington Department of Licensing.

Before applying, you must:

  • Have a physical business address in Washington
  • Operate qualified motor vehicles in Washington and at least one other IFTA jurisdiction
  • Have a valid USDOT number
  • Have an active Washington Unified Business Identifier number
  • Determine how many sets of IFTA stickers your fleet needs

Washington businesses may obtain their UBI through the Secretary of State, the Department of Revenue, or both, depending on the business structure. Sole proprietors must generally register with the Department of Revenue for a UBI.

  1. Apply Online Apply through the License Express for Prorate and Fuel Tax portal.

    You must use License Express to register with the Washington State Department of Licensing.
    You may register for any or all of the Prorate/Fuel Tax accounts. Once registered you may:

    • Manage your customer account profile and IFTA information
    • File and pay IFTA returns
    • View and print Fuel Tax and IFTA tax returns, account balances, and correspondence related to your account
    • Purchase IFTA decals
  2. Apply by Mail Complete both of the following forms:

  3. Apply in Person You may also submit your IFTA Application and IFTA Decal Application at a Washington Prorate and Fuel Tax office.

    Washington has offices in Olympia and Vancouver. Walk-in service may be limited, so scheduling an appointment is recommended.

    Washington does not charge a separate fee for the IFTA license. Each set of two IFTA stickers costs $10, and one set is required for each qualified motor vehicle.

    One sticker must be displayed on each side of the vehicle cab.

What Are the IFTA Reporting Requirements in Washington?

Under the International Fuel Tax Agreement, Washington serves as the base jurisdiction for reporting and paying fuel taxes for qualified motor vehicles operating in multiple IFTA member jurisdictions.

Instead of filing separate fuel tax returns in every state or province where you operate, you:

  • File one quarterly IFTA return with Washington
  • Report total miles and taxable miles traveled in each jurisdiction
  • Report tax-paid fuel purchased in each jurisdiction and placed into qualified vehicles
  • Calculate fuel taxes owed or credits earned using the applicable jurisdictional tax rates

Washington then distributes the appropriate fuel tax amounts to the other IFTA member jurisdictions where your vehicles operated.

You must file an IFTA return even if:

  • No mileage was reported during the quarter
  • Your vehicles traveled only within Washington
  • No fuel tax payment is due

If there was no activity during the reporting period, mark the return as “No operation.” Failure to file required quarterly returns may result in revocation of the IFTA license.

Washington also requires carriers to maintain detailed mileage and fuel records for each vehicle. These records must support the information reported on the return and must be summarized by fleet and jurisdiction

How Do You File an IFTA Report in Washington?

Washington IFTA license holders must file quarterly fuel tax returns with the Washington Department of Licensing.

  1. Prepare Your IFTA Report

    Before filing your return, gather the information needed to report your operations accurately, including:

    • Total miles traveled in all jurisdictions
    • Total and taxable miles traveled in each jurisdiction
    • Total fuel placed into qualified motor vehicles
    • Tax-paid fuel purchased in each jurisdiction
    • Fuel receipts and invoices
    • Vehicle mileage and trip records
    • Supporting documentation for all reported mileage and fuel information

    Accurate mileage and fuel records help ensure your return is completed correctly and can be supported in the event of an audit. Washington requires these records to be maintained for each vehicle and summarized by fleet and jurisdiction.

  1. Submit Your IFTA Return

    Washington allows carriers to file electronically through License Express for Prorate and Fuel Tax.

    To file online:

    • Log in to your License Express account.
    • Select the applicable quarterly return.
    • Enter your mileage and fuel information by jurisdiction.
    • Review the calculated tax liability or credit.
    • Submit the return and pay any balance due.

    Washington also mails active account holders preprinted quarterly IFTA returns containing account-specific barcodes and the current tax rate schedule. Paper returns must be completed for the correct reporting period.

    Review the return carefully before submitting it and keep a copy with your supporting mileage and fuel records.

When is Quarterly IFTA Filing due in Washington?

You must file Washington IFTA returns quarterly using the following schedule:

If a due date falls on a weekend or legal holiday, you can file on the next business day without penalty.

What Are the IFTA License Costs and Fees in Washington?

Washington does not charge a separate fee for an IFTA license. However, carriers must purchase IFTA stickers for each qualified motor vehicle operating under the license.

IFTA stickers cost $10 per set of two, and each qualified vehicle must display one sticker on each side of the cab. Stickers are valid from January 1 through December 31 of the license year.

Existing account holders receive a renewal license and sticker application during the fourth quarter. Carriers must file their third-quarter IFTA return before purchasing stickers for the upcoming year.

Additional or replacement sticker sets may be ordered:

  • Online through License Express for Prorate and Fuel Tax
  • By submitting an IFTA Decal Application by mail
  • In person at a Washington Prorate and Fuel Tax office

Carriers also remain responsible for:

  • Quarterly IFTA reporting
  • Fuel taxes owed
  • Penalties and interest for late filing or payment
  • A $100 reinstatement fee if a revoked IFTA license must be restored

What Are the IFTA Penalties and Interest in Washington?

Washington assesses penalties and interest when an IFTA return is filed late or the full fuel tax due is not paid by the deadline.

The late-filing penalty is the greater of:

  • $50, or
  • 10% of the amount owed

The penalty applies when a return is filed or postmarked one or more days after the due date. The $50 minimum may apply even when little or no tax is due.

Interest may be assessed in two ways:

  • IFTA interest: The annual rate is set by IFTA, Inc. at two percentage points above the IRS underpayment rate. Interest accrues monthly at one-twelfth of the annual rate on unpaid tax owed to individual jurisdictions.
  • Washington interest: Washington also charges 1% interest on the net balance due if it remains unpaid on the first day of the month following the return deadline.

Washington may revoke an IFTA license when required returns are not filed or fuel taxes are not paid.

To reinstate a revoked account, the carrier must:

  • Submit all outstanding returns
  • Pay all taxes, penalties, interest, and other balances due
  • Submit a new IFTA license application
  • Pay the $100 reinstatement fee
  • Obtain current-year stickers, if needed

How Do You Renew an IFTA License in Washington?

Washington IFTA licenses and stickers must be renewed each year through the Washington Department of Licensing (DOL) IFTA program.

Existing account holders receive a renewal sticker application during the fourth quarter. Before purchasing credentials for the upcoming year, carriers must file their third-quarter IFTA return.

You can renew your Washington IFTA credentials:

Once your renewal is processed, you will receive a new IFTA license and stickers for the upcoming license year. Washington allows carriers to display the following year’s stickers beginning November 1 of the current year.

IFTA licenses and stickers are valid from January 1 through December 31. Each qualified vehicle must display one sticker on each side of the vehicle.
