IFTA Reporting and Filing Requirements in North Carolina

Who Needs IFTA Registration in North Carolina?

You need a North Carolina IFTA license if North Carolina is your base jurisdiction and you operate a qualified motor vehicle in North Carolina and at least one other IFTA member jurisdiction. 

Under the International Fuel Tax Agreement (IFTA), a qualified motor vehicle includes:

  • A vehicle with two axles and a gross vehicle weight or registered gross vehicle weight exceeding 26,000 pounds
  • A vehicle with three or more axles, regardless of weight
  • A vehicle used in combination when the combined gross vehicle weight or registered gross vehicle weight exceeds 26,000 pounds

If your operations meet these requirements, you must obtain a North Carolina IFTA license and display valid IFTA decals.

You do not need a North Carolina IFTA license if:

  • Your qualified vehicles operate only within North Carolina, although North Carolina intrastate credentials may be required
  • Your vehicles do not meet the definition of a qualified motor vehicle
  • You operate recreational vehicles used exclusively for personal purposes and not for business

North Carolina participates in IFTA to simplify fuel tax reporting for interstate motor carriers. Instead of filing separate returns in every member jurisdiction where you operate, you file one quarterly return with North Carolina as your base jurisdiction.

How Do You Apply For an IFTA License in North Carolina?

The North Carolina Department of Revenue administers the state’s IFTA program through its Excise Tax Division.

Before applying, you must be registered with the NCDOR Excise Tax Division as an IFTA carrier and obtain an access code for the online system.

To apply for a North Carolina IFTA license:

  1. Complete Form GAS-1274, Application for Motor Carrier License and Decals.
  2. Provide the required business, ownership, vehicle, and operating information.
  3. Submit the completed application to the Excise Tax Division by mail or fax.
  4. Wait for NCDOR to process the application and establish your IFTA account.

After registration, NCDOR will provide an NCDOR ID and access code. Use this information to select First Time User / Initial Access Setup in the Motor Carrier IFTA/Intrastate eFile System and create your User ID and password

Once your online account is established, you can:

  • File quarterly IFTA returns
  • Order IFTA licenses and decals
  • Submit payments
  • Manage your account online

After your application is approved, North Carolina issues:

  • One IFTA license
  • One set of two decals for each qualified motor vehicle

A paper copy or electronic image of the license must be available in each qualified motor vehicle, and one decal must be displayed on each side of the cab

What Are the IFTA Reporting Requirements in North Carolina?

If you hold a North Carolina IFTA license, you must file a quarterly IFTA fuel tax return reporting the miles traveled and fuel purchased in each IFTA member jurisdiction where your qualified motor vehicles operated.

North Carolina serves as your base jurisdiction for IFTA fuel tax reporting. Instead of filing separate returns in every state or province where you operate, you: 

  • File one quarterly IFTA return with North Carolina
  • Report mileage traveled in each jurisdiction
  • Report tax-paid fuel purchases by jurisdiction
  • Calculate fuel taxes owed or credits earned using current IFTA tax rates

To complete your quarterly return, you must maintain accurate records of:

  • Miles traveled in each IFTA jurisdiction
  • Fuel purchases for qualified motor vehicles
  • Tax-paid fuel receipts
  • Vehicle distance records
  • Supporting documentation for fuel and mileage reporting

North Carolina requires all IFTA license holders to file quarterly returns, even if there was no activity during the reporting period. If your vehicles did not operate during a quarter, you must still submit a “No Operations” return.

Fuel and mileage records must be retained for at least four years from the return’s due date or filing date, whichever is later.

How Do You File an IFTA Report in North Carolina?

North Carolina allows IFTA license holders to file quarterly returns electronically through the Motor Carrier IFTA/Intrastate eFile System. The system provides faster processing, automatic tax calculations, online payment options, and filing confirmations.

  1. Prepare Your IFTA Report

    Before filing your quarterly return, gather:

    • Mileage records for each IFTA jurisdiction
    • Fuel purchase records
    • Tax-paid fuel receipts
    • Fleet fuel usage information
    • Supporting documentation for all reported mileage and fuel purchases
  1. Submit your IFTA return

    Once your report is ready, log in to the North Carolina Motor Carrier IFTA/Intrastate eFile System using your User ID and password.

    1. Select the appropriate quarterly reporting period
    2. Enter your mileage and fuel purchase information
    3. Review the automatically calculated tax liability or refund amount
    4. Submit the return electronically
    5. Make payment, if applicable

    North Carolina accepts IFTA payments through:

    • Bank Draft (ACH)
    • Debit Card
    • Credit Card

A convenience fee applies to debit and credit card payments. The fee is $2 for each $100 increment or portion thereof.

After filing, the system provides confirmation that your return and payment have been received. Credential orders generate a separate confirmation when submitted. North Carolina recommends printing and retaining these confirmation pages for your records.

Important: Amended or corrected IFTA returns cannot be filed electronically and must be submitted on paper using Form GAS-1276.

When is Quarterly IFTA Filing Due in North Carolina?

You must file North Carolina IFTA returns quarterly using the following schedule:

What are the IFTA License Costs and Fees in North Carolina?

North Carolina does not charge a fee for obtaining an IFTA license.

Carriers may obtain:

  • An IFTA license
  • Initial and additional IFTA decals
  • Annual IFTA renewals

without paying a state licensing or decal fee.

Although there are no licensing fees, carriers remain responsible for:

  • Quarterly IFTA reporting requirements
  • Fuel taxes due
  • Penalties and interest for late filings or payments

What Are the IFTA Penalties and Interest in North Carolina?

North Carolina imposes penalties and interest when IFTA returns are filed late or fuel taxes are not paid by the due date.

The penalties are:

  • $50 for failing to file a return by the deadline and/or
  • 10% of the net tax due for failing to pay on time

The $50 late-filing penalty may apply even if:

  • No tax is owed
  • The return results in a credit
  • No operations occurred during the reporting period

Interest also accrues on unpaid tax at the applicable IFTA rate from the filing deadline until the balance is paid.

To avoid penalties and interest, carriers should file returns on time and pay all taxes owed by the due date.

How to Renew an IFTA License in North Carolina?

North Carolina IFTA licenses must be renewed annually.

Existing license holders can renew through the North Carolina Motor Carrier eFile system.

To renew your IFTA license:

  1. Log in to your Motor Carrier eFile account.
  2. Verify your business and vehicle information.
  3. Ensure all quarterly returns have been filed.
  4. Pay any outstanding taxes, penalties, or interest.
  5. Submit your renewal request.

Once approved, North Carolina issues a new IFTA license and stickers for the upcoming year.

Carriers that submit their renewal application by December 31 may generally operate with prior-year credentials through the end of February.

Beginning March 1, qualified motor vehicles must display current-year stickers and carry a valid IFTA license.

Renewal may be delayed or denied if:

  • Quarterly returns are delinquent
  • Taxes remain unpaid
  • Account information is incomplete
  • The account is not in good standing
