IFTA Reporting and Filing Requirements in Iowa

Who Needs IFTA Registration in Iowa?

You generally need an Iowa International Fuel Tax Agreement (IFTA) license if Iowa is your base jurisdiction and you operate a qualified motor vehicle in Iowa and at least one other IFTA member jurisdiction. An Iowa IFTA license allows you to file one quarterly fuel tax return with Iowa instead of filing separately in every jurisdiction where you operate. Carriers may use temporary fuel permits instead of obtaining IFTA credentials for occasional trips. 

In Iowa, A qualified motor vehicle is one that is used, designed, or maintained to transport people or property and meets at least one of the following criteria:

  • Has two axles and a gross vehicle weight or registered gross vehicle weight exceeding 26,000 pounds
  • Has three or more axles, regardless of weight
  • Is used in combination when the combined gross vehicle weight or registered gross vehicle weight exceeds 26,000 pounds

Recreational vehicles used exclusively for personal purposes are not considered qualified motor vehicles.

For Iowa to serve as your base jurisdiction, your qualified vehicles must be based there for registration purposes, your fleet’s operational control and records must be maintained or available there, and your fleet must travel some distance in Iowa.

If your qualified vehicles operate only within Iowa, you do not need an IFTA license. Carriers without IFTA credentials may purchase an Iowa fuel trip permit when applicable; the permit is valid for one trip or 72 hours, whichever comes first

How To Apply For An IFTA License In Iowa

If Iowa is your base jurisdiction, apply for an IFTA license through the Iowa Department of Transportation (Iowa DOT), Office of Vehicle & Motor Carrier Services. Before applying, ensure your qualified motor vehicles meet Iowa’s IFTA eligibility requirements.

  1. Complete the Required Forms New applicants must submit:

    • Form 441041, Application for International Fuel Tax Agreement.
    • Form 442069, IRP/IFTA Record Retention Statement
    • The New Carrier Checklist
    • Three documents verifying the Iowa physical address used as the fleet’s base jurisdiction
    All forms are downloadable from Iowa’s Motor Carrier Forms page.

    The IFTA application must be completed and signed, and the record-retention statement must be signed by the registrant rather than an agent. Address-verification documents generally must be no more than 12 months old.

    The application fee is $10, plus $1 for each set of two IFTA decals requested. Checks should be payable to the Iowa DOT.

    New IFTA accounts cannot be processed in person. Iowa accepts new-account applications by email or mail.
  3. Receive Your IFTA Credentials After the application is approved, Iowa will issue one IFTA license for the account and one set of two decals for each qualified motor vehicle.

    Carry a copy of the current IFTA license in each qualified vehicle and display one decal on each side of the power unit.

    After your account is established, you can access forms, filing information, renewal guidance, and other IFTA resources through the Iowa DOT IFTA webpage.

What Are The IFTA Reporting Requirements In Iowa?

Iowa IFTA license holders must electronically file a quarterly fuel tax return with the Iowa Department of Transportation for every reporting period. A return is required even if no qualified vehicles operated, no fuel was purchased, or no travel occurred outside Iowa during the quarter. When there was no mileage or fuel activity, select “No Operation” on the online return. 

Each Iowa IFTA quarterly return generally includes:

  • Total fleet miles and gallons, reported by fuel type
  • Total and taxable miles traveled in each IFTA jurisdiction
  • Total miles traveled in non-IFTA jurisdictions, when applicable
  • Tax-paid gallons purchased in each jurisdiction
  • The resulting fuel tax due or credit

Iowa’s online system calculates fleet MPG and applies the appropriate jurisdictional tax rates after the mileage and fuel information is entered.

Keep complete distance and fuel records supporting every return, including trip reports, vehicle distance records, fuel receipts, and bulk-fuel records when applicable. Iowa generally requires these records to be retained for four years from the return’s due date or filing date, whichever is later. Iowa requires IFTA returns to be filed through its online IFTA system. To access Iowa IFTA filing and payments, use the Iowa DOT IFTA page and select “Login to IFTA” under “File IFTA Online.”

Payments are made through the Iowa DOT system’s E-Pay function after the return or transaction is submitted. Iowa DOT says E-Pay accepts checking accounts, credit cards, and debit cards, with a $1.50 convenience fee

How Do You File An IFTA Report In Iowa?

Iowa IFTA license holders must file their quarterly returns electronically through the Iowa Department of Transportation’s online IFTA system. Carriers that cannot file online should contact Motor Carrier Services for assistance.

  1. Gather Your Records

    Before filing, collect the mileage and fuel information needed to complete and support your return, including:

    • Total fleet miles, reported by fuel type
    • Total and taxable miles traveled in each jurisdiction
    • Miles traveled in non-IFTA jurisdictions, when applicable
    • Total fuel used by your qualified vehicles, reported by fuel type
    • Tax-paid gallons purchased in each jurisdiction
    • Trip reports, vehicle distance records, and fuel receipts
    • Bulk-fuel purchase and withdrawal records, if applicable

    Iowa requires carriers to maintain records of all miles traveled by each qualified vehicle, including interjurisdictional and intrajurisdictional travel, loaded and empty miles, and personal or business use. Complete records also support the figures reported if your account is audited.

  1. File Your Quarterly IFTA Return

    Log in to Iowa DOT’s online IFTA services and select File Tax Return. Choose the applicable reporting year, quarter, and fuel type.

    Once you’ve accessed your IFTA account:

    • Select the applicable reporting year and quarter.
    • Enter your mileage for each IFTA member jurisdiction.
    • Report your fuel purchases by jurisdiction and fuel type.
    • Review the calculated tax, interest, penalties, and any balance due or credit.
    • Submit your return and pay any tax due, if applicable.

    You can pay online through E-Pay or an established escrow account. E-Pay accepts credit cards, debit cards, and checking accounts and charges a $1.50 convenience fee. You may also mail payment with a copy of the invoice generated by the system.

    Iowa requires all IFTA license holders to file a return for every calendar quarter, even if no operations occurred. If you had no miles or fuel purchases during the quarter, select the No Operation box and submit the return.

    If your qualified vehicles operate only within Iowa, you must still report the Iowa mileage and fuel purchases, even if you had no out-of-state activity. Instructions on filing intra-state mileage and tax fuel forms can be found in the Iowa IFTA Licensee Manual.

When Is Quarterly IFTA Filing Due In Iowa?

Iowa IFTA license holders must file an IFTA quarterly tax return and pay any fuel tax due by the last day of the month following the end of each calendar quarter. These deadlines are established under the International Fuel Tax Agreement (IFTA) and administered by the Iowa Department of Transportation (Iowa DOT), Office of Vehicle & Motor Carrier Services.

Iowa IFTA license holders must file a quarterly return and pay any fuel tax due by the last day of the month following the end of each calendar quarter.

A return is required every quarter, even if no operations occurred. If you had no mileage or fuel activity during the reporting period, select “No Operation” when filing online.

The quarterly IFTA filing deadlines in Iowa are:

If a filing deadline falls on a Saturday, Sunday, or legal holiday, the due date is extended to the next business day.

File the return and pay any balance due by the applicable deadline to avoid penalties and interest.

What Are The IFTA License Costs And Fees In Iowa?

The Iowa Department of Transportation charges an application fee for a new IFTA account and an annual fee for each set of decals requested.

Each decal set contains two decals. Every qualified motor vehicle operating under an Iowa IFTA license must display one decal on each exterior side of the cab.

If you add a vehicle during the license year, you can request an additional decal set through Iowa DOT’s online IFTA system or by submitting an IFTA application with payment.

What Are The IFTA Penalties And Interest In Iowa?

Iowa IFTA license holders must file each quarterly return and pay any tax due by the filing deadline. Penalties and interest may apply if a return is filed late, not filed, or underpaid.

The penalty is $50 or 10% of the total tax liability, whichever is greater. The $50 minimum applies even when the return shows no tax due. If a payment is made on time but does not cover the full balance, subsequent penalty and interest are based on the unpaid portion of the tax.

Interest is assessed monthly on unpaid tax. For 2026, the U.S. IFTA interest rate is 9% annually, calculated each month at one-twelfth of the annual rate. Because the rate is adjusted annually, use the rate published for the applicable reporting year.

If a return is filed after Iowa’s credit deadline, any Iowa fuel-tax credit shown on the return may also be lost.

Failure to file and pay quarterly returns on time may result in suspension of the carrier’s Iowa IFTA license and, when applicable, its IRP registration. To reinstate the account, the carrier must file and pay all outstanding returns, penalties, and interest. A cash bond may also be required, and Iowa charges a $10 reinstatement fee.

File every quarterly return on time, including a no-operation return, to avoid the minimum penalty and possible account suspension.

How Do You Renew An IFTA License In Iowa?

Iowa IFTA licenses are valid from January 1 through December 31 and must be renewed annually. Iowa DOT sends renewal information to active licensees, and the renewal must be received or postmarked by December 31 to be considered on time.

  1. Review Your Account Before renewing, confirm that your business information is current and determine how many decal sets you need for the upcoming year.

    If your account is suspended because of missing returns or unpaid balances, contact Iowa DOT Motor Carrier Services and resolve the issue before renewing.
  2. Submit Your Renewal You can renew online through Iowa DOT’s IFTA system, signing in through the IFTA Motor Carriers page. . After logging in:

    • Select IFTA
    • Choose Renew Fleet
    • Confirm your account information
    • Enter the number of decal sets needed
    • Review the charges and submit payment
    Do not select Add Decals when completing an annual renewal. Iowa does not issue temporary decals as part of the renewal transaction.

    Carriers that do not renew online can follow the instructions provided with the Iowa DOT renewal form or contact Motor Carrier Services for assistance.
  3. Receive and Display Your Credentials After payment is processed, you can print the renewed IFTA license, and Iowa DOT will mail the decal sets ordered. Carry a copy of the current license in each qualified vehicle and display one decal on each side of the cab.

    New-year decals may be displayed beginning November 1. If they are displayed before January 1, carry both the current-year and new-year licenses through December 31. The new decals must be displayed by the last day of February to avoid citations beginning March 1.
