You generally need a Maine IFTA license if Maine is your base jurisdiction and you operate a qualified motor vehicle in Maine and at least one other IFTA member jurisdiction.
A qualified motor vehicle is one that:
Recreational vehicles used for personal purposes are exempt.
Maine-based carriers operating only within the state do not need IFTA credentials but may need a separate Maine Only fuel-use license and decals. Carriers based in non-IFTA jurisdictions may need Maine fuel-tax credentials or a trip permit.
Once approved, you receive a Maine IFTA license and two decals for each qualified vehicle. You then file one quarterly return with Maine covering travel and fuel use in all IFTA jurisdictions.
To apply for a Maine IFTA license, complete Form MV-207, International Fuel Tax Agreement Application, and submit it to the Maine Bureau of Motor Vehicles (BMV) Fuel Tax Unit.
Note: Maine allows carriers to manage their IFTA accounts through Motor Carrier Connect, however, new IFTA license applications must still be submitted by mail.
The application must be signed. If an authorized agent signs on your behalf, include a notarized Power of Attorney. Maine will not process an application without the required taxpayer identification number and USDOT Number.
Maine IFTA licensees must file a fuel tax return for every calendar quarter, even if no qualified vehicles operated or no tax is due. Each return must report fleet mileage and tax-paid fuel purchases by jurisdiction and fuel type, along with any tax due or credit.

Maine IFTA licensees can file quarterly returns online through Motor Carrier Connect. Maine also mails paper returns or sends reminder emails to active licensees, so online filing is not the only option.

Log in to Motor Carrier Connect and enter the required mileage and fuel information for the quarter.
Before submitting your return:
If filing a paper return, submit it with any payment due by the quarterly deadline. Checks must be payable to the Maine Secretary of State; credit cards are not accepted for paper returns.

If a due date falls on a weekend or legal holiday, you can file on the next business day without penalty.
Maine does not charge a separate fee for an IFTA license or annual renewal. However, the Bureau of Motor Vehicles charges $5 for each set of two IFTA decals ordered for a qualified motor vehicle.

Each qualified motor vehicle requires one decal set, with one decal displayed on each side of the cab. When applying or renewing, multiply the number of decal sets needed by $5 and make your check payable to the Secretary of State
If you fail to file your quarterly IFTA return or pay the fuel tax due by the deadline, the Maine Bureau of Motor Vehicles may assess penalties and interest.
The penalty is $50 or 10% of the delinquent tax, whichever is greater. It may apply if you fail to file a return, file late, or underpay the tax due.
Interest accrues on unpaid tax at the annual rate established by IFTA, Inc. The rate is adjusted annually, and interest is calculated monthly until the balance is paid.
Unfiled returns, unpaid taxes, penalties, interest, suspensions, or other outstanding obligations may also prevent you from renewing your Maine IFTA license. Maine reviews renewal applications for these issues and may reject the application until they are resolved.
Maine IFTA licenses must be renewed every year to continue operating under the International Fuel Tax Agreement. To avoid interruptions in your interstate operations, submit your renewal before your current license and decals expire on December 31.
Maine checks renewal applications for suspensions in any IFTA jurisdiction, unpaid court fines, and unpaid motor vehicle fees. Applications with unresolved suspensions or outstanding obligations will be rejected and returned. Unfiled IFTA returns or unpaid taxes, penalties, and interest can also result in suspension and prevent renewal.
